The way UK learner drivers book and manage their practical driving tests changed significantly in 2026. The Driver and Vehicle Standards Agency (DVSA) introduced a series of new rules in stages between March and June 2026, all aimed at making the booking system fairer — and putting control firmly back in the hands of the learner.
If you’re currently learning to drive in Glasgow, these rules affect how and when you book your test, how many times you can change it, and who is allowed to manage it on your behalf. Here’s exactly what changed, verified directly from the official GOV.UK guidance.
The Three Key Changes at a Glance
The new rules were introduced in three distinct phases:
- 31 March 2026 — The number of permitted changes to a test booking was reduced from 6 to 2.
- 12 May 2026 — Only the learner driver themselves can now legally book, change, cancel or swap their test. Driving instructors and third-party services are no longer permitted to do this.
- 9 June 2026 — If you need to move your test to a different centre, you can now only move it to one of the 3 nearest centres to where your test is currently booked.
Each of these changes is now in force. Here’s what each one means in practice.
Change 1: The Two-Change Limit (Since 31 March 2026)
You are now only allowed to make two changes to your driving test booking after you have booked it. Previously, the limit was six. This applies to all learner drivers across England, Scotland, and Wales.
What Counts as a Change
Only the following actions count towards your two-change limit:
- Changing the date or time of your test
- Changing the test centre
- Swapping your appointment with another learner driver who already has a test booked
Importantly, if you change more than one detail at the same time — for example, changing both the date and the test centre in a single transaction — this still counts as only one change, not two.
What Does Not Count as a Change
The following actions do not count towards your two-change limit:
- Updating your address or contact details on your booking
- Adding or removing your driving instructor’s reference number
- Any changes that the DVSA needs to make to your test, for example if bad weather forces a cancellation
This last point is significant: if the DVSA cancels or reschedules your test for reasons outside your control, you are reset to having two changes available again. As of 19 June 2026, this reset can be managed online — previously it required a phone call to the DVSA.
What Happens If You Need More Than Two Changes
If you use both of your permitted changes and need to make a further amendment, you must cancel your booking entirely and start again. If you cancel at least 10 full working days before your test date, you will receive a full refund of your test fee.
The practical implication: think carefully before you book. Choose a date you genuinely expect to be ready for, and only use your changes when your circumstances have genuinely changed — not speculatively or because an earlier slot looks appealing.
Change 2: Learner-Only Booking (Since 12 May 2026)
From 12 May 2026, only the learner driver taking the test can legally book, change, cancel or swap a practical car driving test. This applies directly to driving instructors, driving schools, and third-party booking services.
It is now against the law for anyone other than the learner themselves to book a test on their behalf. This includes DVSA-approved driving instructors — even with the full knowledge and consent of the learner. The GOV.UK guidance is explicit on this point.
What About Unofficial Booking Services and Apps?
You are also not permitted to use unofficial services that scan the DVSA booking system for available appointments — including cancellation finder websites or apps. Using such services is a breach of the DVSA’s terms and conditions, and the DVSA actively monitors for this type of activity.
If the DVSA identifies that your booking was made or managed in a way that breaches the terms and conditions, it can suspend your online access to the booking service — meaning you would then only be able to book or change your test by phone — or cancel your booking entirely.
Can Someone Help Me Book My Test?
Yes — with one important condition. A friend, family member, or someone supporting you can still help you navigate the booking process, but the learner must be physically present throughout. You should also use contact details that belong to the learner or that they can easily access. The GOV.UK guidance is clear that the learner must complete as many steps as possible themselves.
When you book, you will be required to confirm that you are the learner who will be taking the test and that you agree to the terms and conditions.
Change 3: Test Centre Move Restrictions (Since 9 June 2026)
If you need to move your test to a different centre, you are now restricted to moving it to one of the 3 nearest test centres to where your test is currently booked — not the 3 nearest to where you live. This distinction matters, particularly if you have already moved your test once.
For example: if your test is currently booked at Bishopbriggs, the 3 nearest centres to Bishopbriggs will be your permitted options for any move. If you then use your first change to move your test to one of those centres, your second change would be limited to the 3 centres nearest to that new location.
The DVSA has published a full list of which test centres are nearest to each other on GOV.UK, which is worth checking before you book to understand your options.
Note for learners who booked before 9 June 2026: the restriction applies based on where your test was booked on 9 June 2026, not where you originally booked it. If you had already moved your test before that date, your move options are calculated from where it was on that date.
What These Changes Mean for Your Driving Instructor
Driving instructors can no longer book, change or cancel tests on behalf of their pupils. Any tests that had already been booked by an instructor before 12 May 2026 remain valid, but instructors were required to share the test reference numbers with their pupils so that learners could manage their own bookings going forward.
What driving instructors can still do is manage their own availability in the DVSA booking system — setting the days and times they are available to accompany pupils to tests. When a learner enters their instructor’s reference number during booking, the system automatically checks whether the instructor is available. This is something Moaz can set up and maintain through the DVSA’s booking service.
Tips for Booking Your Test Under the New Rules
- Talk to your instructor before you book. Under the new rules, you need your instructor’s reference number when booking — agree with them first that you’re ready, and get the reference number before you go online.
- Choose your test centre carefully from the start. With only 3 nearby centres permitted as move options, it’s more important than ever to book at the centre you actually intend to test at.
- Only book when you’re genuinely ready. With just two permitted changes, booking speculatively to secure a slot and then changing later is a much riskier strategy than it was under the old rules.
- Don’t use cancellation finder apps or services. These are now explicitly against DVSA terms and conditions, and using them can result in your online booking access being suspended.
- Keep your reference number safe. You’ll need it to manage your booking — losing it creates an avoidable problem.
